Standard Club expert speaks at South America's first workshop on Oil Pollution Risks |

Representatives from the International Group of P&I Clubs (IG) and the
International Oil Pollution Compensation Fund (IOPC) spoke at a workshop based
seminar in Barranquilla, Colombia from 29 July-1 August dealing with
international civil liability and compensation for oil pollution.
The event was
hosted by ROCRAM (the Operative Network for Regional Cooperation Among Maritime
Authorities of the Americas) and the IOPC.
The Standard Club’s South American claims specialist, Constantino
Salivaras, attended on behalf of the IG and gave presentations on developments
in relation to the international legislative framework and the role of IG Clubs
in insuring pollution liability.
The IG clubs are the main providers of the financial guarantees, the so
called ‘blue cards’, that enable shipowners to obtain their International
Convention on Civil Liability for Oil Pollution 1992 (CLC) and International
Convention on Civil Liability for Bunker Oil Pollution Damage 2001 (Bunkers
Convention) state certificates.
Commenting on the IG Club’s role, Salivaras said: “Apart from providing
blue cards, the IG Clubs such as The Standard, which collectively insure about
90% of the world’s deep sea shipping, also play a crucial advisory and support
role in the event of pollution incidents throughout South America and the rest
of the world as they cover their members for the liabilities they face under the
pollution conventions and national legislation.
Membership of an IG Club also gives shipowners access to technical advice
on pollution issues from the International Tanker Owners’ Pollution Federation
(ITOPF) who attend on site and play a vital role in the immediate aftermath of a
spill.
It is therefore important for those involved in shipping in South America
to be familiar with how the conventions work and the respective roles of the IG
Clubs and ITOPF. The Standard Club insures shipowners throughout South America and is fully
committed to the region. I was therefore delighted to be asked by the IG to
represent them at this important event.”
The event was attended by 40 people representing shipowners, national and
regional maritime authorities and maritime law firms.

At anchorage before the coal terminals between Barranquilla and Santa Marta

In
Puerto Nuevo, a municipality of Cienaga (Magdalena, Santa Marta), the
special police units CTI of Santa Marta accompagnied by the Navy,
while inspecting a coal bulk carrier with destination Athens and UK
flag found three briefcases containing 75 kilos of cocaine hidden in
the chain anchor compartment of the vessel.
During
investigation the substance of high purity was detected by narcotics
dog and the shipment was for export, on the international market it
would have a value of approximately $ 1,975,000.
The
substance and other material evidence were brought be General
Attorney of district 8 in Santa Marta, who will order the destruction
of seized illegal substance.

Pacific Alliance ends tariffs on 90% of trade between Mexico, Colombia, Peru and Chile!

MEXICO
CITY -- The presidents of Mexico, Colombia, Peru and Chile
signed Monday an agreement to eliminate tariffs on 92
percent of trade among their countries. The accord, signed during the
eighth summit of the Pacific Alliance in Cartagena, Colombia, is an
addendum to the charter of the alliance signed in June 2012.
The
agreement is a step forward in the economic integration of the four
fastest-growing economies in Latin America, and a significant advance
in their goal of working as a united trade partner with Asia, which
is the main goal of the alliance.
The
remaining 8 percent of trade -- mostly agricultural goods that
require special treatment and have to go through specific screening
-- will be “progressively added,” Colombian President Juan Manuel
Santos said. The agreement, he added, will increase trade among the
four participants, “making us more competitive individually and
collectively.”
Mexican
President Enrique Peña Nieto called the pact the “largest [Mexico]
has signed since the Free Trade Agreement with the United States”
or NAFTA. Chile’s Sebastián Piñera (who leaves office next month)
emphasized the alliance’s openness, saying it is “not against
anybody, only in favor of increasing the quality of life in our
countries.”
The
four member states represent together 36 percent of the region’s
GDP and half of its exports. The economic venture also means a change
in the geopolitics of the region, after the stagnation of Mercosur,
an older economic alliance that includes Brazil, Paraguay, Uruguay,
Argentina and Venezuela. |
